Help - - - Interpret please? Poem... Opinions?

sounds Shakespearean to me.... well heres a start... it reminds me of monarchy... and then it reminds me of the government and how we fight a war that the other country is "unaware" about... i am uming that the concept the "other" is unaware about is the reason behind the war to begin with.. idk i tried :)
