yes we are capable to launch a space shuttle or a probe for the determination of a black hole but to get back the results rather for it to examine the black hole by being near it is going to be very time taking we are but of course measuring indirect outputs of black hole like gamma emissions. nasa has a dedicated space observation satellite for studying such cosmic presence.
