Who is wrong here...Could she have at least said sorry.?

Because it takes a lot of hard work to teach a child how to behave and it's easier to just let them do whatever the heck they want to do rather than "control" them. Of course the behavior you experienced is rude and disrespectful, but what else is new. It just seems to be the norm now that we have no consideration for others--it's funny she didn't give you a ration for what happened to her child--because the last thing we do is take responsibility for our actions.
